Shop imposes a 5 minimum card limit spend when it feels like it, no consistency at all, they seem to discriminate depending on who is buying, I have complained to the shop and lodged a complaint with Visa/Mastercard as this shouldnt be allowed. A Merchant must not require, or indicate that it requires, a minimum or maximum Transaction amount to accept a valid and properly presented Mastercard or Maestro Card.
