I have a Non Curable Mental health condition since birth Its Called Cyclothymia, its a form of Non Curable , Progresdive BIPOLA. I am on Both enhanced Rates of Pip and a Ongoing award , aswell as an Ongoing Award of ESA Support Group. I cannot manage ARP's online form, so I need a Hard Paper copy of the form, ARP and FDC are the only Council who do not have a Down Loadable PDF. So mutch for reasonable adjustments for disabled people. The biggest issue is the NHS Uses the MENTAL HEALTH Act 1983 to define "Severely Mentaly Impaired" as Hospitalized, Supervission or a Guardian. For Council Tax purposes, the "Local Govrment Finance Act 1992" Defines the term "Severely Mentaly Impaired", as a "Permenant condition that impairs you Interlectualy and / or your Social Functioning, (COGNITION & or your ERRATIC PHYSICAL BEHAVIOUR). There is no specific Diagnosed Condition to be entitled to claim SMI Reduction. Common conditions are Dimentia, Parkinsons or ADHD, Schizophrenia etc. I Back Dated my claim to 2007, so after applying for an Appeal, I was refunded 4,000. Clearly there is a communication and staffing problem, we've recieved the same form to sighn 4 times in one month? Ah well that says it all? CAPITA has introduced an AI, Artificial Inteligence Coputor System into ARP to reduce Staffing Levels and increase Productivity. Clearly the computer makes the Descissions not a Human Person. The lack of communication between staff is an issue, and the processing process of your council Tax issue etc. Please note, If you fail to make a Payment, their first letter is Usualy for a Monthly amount. The Second Letter is Usualy for the Full Amount for the Council Tax Year, in sutch cases the council should firstly try to negotiate an Affordable Payment Plan? The Third letter is usualy classed as the "INTENTION TO TAKE LEGAL ACTION / PROCEEDINGS" to recover the debt. So if they threaten you immediately with court action with your first letter, the council is not following Proceedures. Usualy they Frighten you by saying words to the effect, " IF YOU DO NOT MAKE PAYMENT OR REPLY TO THIS DEMAND, WE CAN ISSUE / ENTER / START / LEGAL PROCEEDINGS AGAINST YOU".

I CAN'T UNDERSTAND THE NEGATIVE REVIEWS. For starters this IS a genuine post and NOT a made up one. A year ago I was behind on my council tax due to circumstances beyond my control and now pay an agreed monthly payment. Yes, I am on PIP and have suffered from PTSD which creates memory loss and sometimes I pay a couple weeks late. HOWEVER, I have NEVER EVER found the staff rude or unhelpful, quite the reverse.

Horrendous very rude and if you have a disability or mental illness they don't give a flying ****** money money money even during covid they were hounding us when we didn't have enough money to even cover bare essentials .we have had to go bankrupt and they still hound us .get a grip and actually help people

Rubbish service and rubbish staff to dealt with... Horrible department and not helpful at all... I wish I could avoid them at any cost
