Sometimes a small village or town has a famous attraction that is a hill. Regardless of the country, location, or ruling regime, the laws of physics are the same, and when building a new neighborhood from scratch sometimes a copious amounts of spare soil is accumulated. Cheaper than having it taken away is making a hill out of it and proclaiming your overwhelming generosity to the world. Then people will think that those builders are the gift that just keeps on giving. A whole new hill of waste. For free? For me? Yes you're right, little Jimmy, now go show 'em how fast you can climb this waste, attaboy. Too bad the builders didn't figure out to poke a few trees here and there, because by now the hill would have been much more impressive. Having tall trees on a hill gives entirely different vibe. Now this hill needs an observation tower in the center of it. Could be paired with 5G and general antenna masts. Because, to be fair, the connection in Hamptons is abominable.
