He doesn't really deserve your business unless he changes his ways. If he pavement parks like this - pushing vulnerable road users into the road by obstructing most of the pavement, what can you expect the quality of his electrical work to be like?
There's not an "18th Edition" for parking, but there is the 2022 revision of the Highway Code. Both need you to pass a test.
