Plenty places to park but on a good day they fill up quite quickly, if there's no spaces then you can park on the road, there's no restrictions but it can be difficult to get past.

Car park fills up very quickly even in January/February, so would not attempt to use in the warmer season. If you can, I would instead recommend using public transport to Aigburth train station (although there is no step free access from the platform to street level) so not ideal for everyone. From the station it is a short walk down the road to the promenade.
