The care manager at this care home, Louise Summers, was previously the care manager at Pendene house care home in Leicester. While she was at Pendene House it is the expressed written opinion of Leicester City Council Social Services that my 92 year old father was evicted from Pendene House (this would be illegal in two ways under the Protection from Eviction Act 1977, due to both insufficient notice being given, and due to no court order being obtained). Louise Summers was closely involved with the event criticised by the Council, to the extent that she talked on the phone to me just before and afterwards, attempting to get me to, in essence, take my father off her hands, becoming abrasive and verbally attacking me when I said that I could not do that. This matter was the subject of a successful complaint to the Local Government Ombudsman (LGO) in which Pendene House was criticised for failing to give the minimum legally required notice period - this decision is visible online on the LGO site. However for reasons which are unclear, the Ombudsman deliberately obscured and failed to consider the written evidence dated 29/10/2018 from Helen Manning, Head of Social Work, (Contact and Response), Adult Social Care, Leicester City Council, to the effect that an [illegal] eviction had taken place. This unfortunate episode raises a question mark about whether Louise Summers is a suitable person to be responsible for looking after and protecting the rights of care home residents.
