        I walked into Russells solicitors to witness my signed papers to contest some unpaid PCN fines that our great local council had been sending to an old address despite changing my address with the DVLA many months ago! They charged 5 for this service and Ill definitely be exploring a claim against the council now that I have evidence from the council itself that it was incorrectly sending PCNs to old address data!
